Single user license must be purchased first. This is for each additional license purchased for the same business entity.
Licensing is based on the station, not the user. For example if 3 people use the same computer, and they log on at different times of the day, then only a single license would be needed.
If three different computer stations are being used, then a single user license would need to be purchased and 2 of the "additional station" licenses would need to be purchased.
